* is able to map the future skills needs of the organization and to develop a plan for developing the skills
* is able to utilize key competence development and management methods
* is able to evaluate a competence development plan
* is able to present the competence development plan and its use to the work community staff

Student
* Is able to look at future knowledge needs in an innovative way using strategic plans, social and global forecasts
* is able to develop a systematic and structured competence development plan based on future knowledge needs
* is able to critically evaluate a competence development plan and develop it to serve the needs of the organization / work community
* is able to motivate and guide the work community and management to utilize the competence development plan to develop the competence of the personnel
